Lots of companies are cutting hours to avoid increasing health care costs. This event was foretold by companies, but the people voted for it anyway, so they should live with the consequences of their votes. If you don't like the conditions of Walmart work, you have the option of hiring as many Walmart workers as you want. If Walmart is doing something illegal, then it should be rather easy to document it.
