An agenda item on the April 7 Oro Valley Town Council meeting would discuss the possible elimination of a layer of bureaucracy in the town's development process.

The item proposes elimination of the Development Review Board, a citizen panel that recommends approval or denial of development plans to the town council.

"It can add three to four months to most projects," said interim Town Manager Jerene Watson.

Three possible reforms outlined in the proposal vary from limiting the board to reviews of architectural designs, to disbanding the body and putting its duties on town planning and zoning employees.

If the board were disbanded, under one option, town staff would make recommendations to the council for final approval.

The final option has town zoning employees assuming control over the entire development approval process, including development plans, preliminary plats, landscape plans, parking analysis, architecture, signage, grading exceptions, communications facilities and time extensions.

The reforms could trim as much as 11 weeks from the development process, according to town documents. This is in addition to the more than eight months previous reforms cut from the town's development review process, town documents say.

"It's moved from three years to two years," Watson said. She described the proposal as adding to more than a year's worth of reforms previously enacted.

The town council meets Wednesday at 6 p.m. at Oro Valley Town Hall, 11000 N. La Cañada Drive.
