More than 700 Arizona municipal leaders are in Oro Valley this week, when the Arizona League of Cities and Towns conducts its 2009 League Annual Conference at the Tucson Hilton El Conquistador Resort.

"Leading in Today's Economic Landscape" is the focus of conference sessions and workshops extending through Friday.

The event is attracting state and national leaders, among them Arizona Sen. John McCain, National League of Cities President Kathleen Novak, State Treasurer Dean Martin, and State Attorney General Terry Goddard.

A parade of flags, youth program and opening general session fill Wednesday morning. Delegates hear remarks from Novak, who leads the NLC and is mayor of Northglenn, Colo.

Denny E. Fitch Sr., retired United Airlines captain, offers the Wednesday morning keynote address, "There is No I in Teamwork: Lessons Learned While Responding to Crises."

Workshops on transit, state agencies, the open meetings law, construction project management, youth programs, water, ethics, employee costs, economics, public communication, foreclosures, the Legislature, budgeting, public records, the Census and sustainability are among the programs.

Guests are touring the new Sanofi-Aventis research facility in Oro Valley, the Honeybee Canyon preserve and Steam Pump Ranch.

McCain speaks on Friday morning. Sessions are not open to the public.
