Oro Valley's long budget season could end Wednesday, June 17, when the Oro Valley Town Council plans to vote on a final fiscal 2009-10 spending plan.

The final budget tops $121.5 million, unchanged from the tentative budget the council approved on June 3. The town manager's original budget proposal called for $120.4 million in spending.

Last year's budget topped $203 million, the reduction this year largely the result of the failure of the Naranja Town Site park bond election that would have cost nearly $50 million.

General fund spending on the proposed budget totals $40.5 million, a $2.2 million decrease from the current budget year that ends June 30. The general fund is the primary operating fund and the portion of the budget that most town departments fall under.

The council also decided, after numerous emotional public meetings, to transfer $584,000 in reserves to the general fund to cover the cost of keeping 16.25 full-time employees. The proposed budget eliminates 8.85 full-time equivalent positions now vacant.

Employees have been given the opportunity to voluntarily resign with a severance plan. Beginning June 4, town workers have 45 days to decide if they want to take a severance package.

The town's water utility department does not draw from the general fund — its revenue comes from water sales and is a self-sustaining department.

The proposed spending plan also budgets for $34.2 million in capital improvement projects, including $10.7 million for water infrastructure projects, $1 million for work at the historic Steam Pump Ranch property and $5.8 million for debt service on the municipal operations center in Rancho Vistoso. Further construction on the Rancho Vistoso operations center has been put on hold for the coming fiscal year.

The council meets Wednesday, June 17 at 6 p.m. in town hall, 11000 N. La Cañada Drive.
