Perhaps, Mr Barber and politicians on both sides of the aisle should demand separate votes on the individual measures of a given bill instead of having to support an entire bill or shelve it. When riders or addendums, as well as mandates, and controversial directives are included in a bill, as both parties often do while a bill is crafted in committee, it is sure to result in opposition from somebody. The extra requirements can be slipped in by either party, and this practice is deceptive and counterproductive. Do we wonder why some good laws don't pass simply because their are negative aspects which politicize the process.? This is not a good way to handle the people's business in Congress. One time in a suburb of NY, where I lived, the local school district attached the bus transportation funding to a larger controversial budget filled with fat and perks. When the voters turned it down, there were no buses for a week. The voters were incensed. The board was pressured to submit a separate budget for transportation alone and the district was never held hostage again to pass a budget filled with excessive spending. This can be done at the Congressional level, but only if both parties will finally get together and work for the interest of the people.
