Rick Metcalf/Special to The Explorer, Mid-April may be the best time of year to visit Mount Rushmore and avoid the crowds. Visitors pass through the Grande Promenade, where flags from all 50 states are flown atop granite pillars with plaques describing how Mount Rushmore was constructed.
